![]() Legislation provides only for the future it has no retroactive effect. The provisions of this Article do not apply to acts applicable to individuals. In case of an emergency, statutes whose decree of promulgation so declares and administrative acts for which the Government so orders by special provision, shall enter into force immediately upon their publication. Nevertheless, if the enforcement of some provisions of such acts requires an additional enactment, the effective date of the enforcement of these provisions is deferred to the effective date of the additional enactment.
